feat: add combined incentives - Merit part

General Changes

Two new Merit campaigns are being introduced, targeting wstETH supply on Arbitrum and Base. The reward token for these campaigns will be awstETH, distributed directly from the respective chain where the wstETH supply is provided.

The purpose of these incentives is to attract wETH and wstETH liquidity, enabling LRT to grow and thrive in these markets.

Developper note:

It's currently decided that we distribute REZ on Mainnet for Lido, Base and Arbitrum campaigns so it's normal that all these campaign have the same reward token address Note: This PR must be merged before the beginning of the campaign.
