fix: Refactored platform service to use blueprints

What

• Refactored platform service in order to use blueprints
• Made CostCalculationHelper a singleton and some minor refactor
• Removed usage_table deletion which was previously done on every run of the platform-service
• Used dictConfig to specify logger configuration similar to prompt-service

Why

• Placing the app along with the APIs did not allow making use of this app in other modules - for example logging purposes.
• Large main file was due for a refactor

How

• Made use of blueprints - can be split further in a similar fashion

• Yes, its a refactor of the platform-service and though no code is changed within any APIs except for moving them
