Transparency Proposal: Publish Archival Storage Data

There has been discussion about implementing more API methods to reveal the state of the chain. However, this will take time to realize and will require a network upgrade.

Additionally, community seed and lookup nodes will probably not be supported until much later.

This creates an information vacuum whereby people interested in auditing the chain and the network are forced to scrape what they can from the DS/Shard logs. This method produces incomplete data.

As a temporary measure until community seed and lookup nodes are supported, I propose that the archival storage data be published. This could be a periodic release, perhaps hourly or daily. The solution requires no change to the network.
