Tech-K bug -- at high tech levels, minimum buildpower a con can use is bigger than your storage so it doesn't build

Uber Uber super constructors have 655360 build power, but when you try to use it they just idle and the thing being built doesn't progress. If you tell an uber uber adv adv to help, then it progresses.

Nevermind -- it seems the issue is that storage doesn't scale, so there hits a point where the minimum buildpower a con can use is bigger than the maximum storage I have.
