Add exceptions and irregular cases to stemming Dutch participles

Some participles are not stemmed correctly because they follow irregular patterns. These should be implemented:

• do not stem ge- if it is part of the stem, instead of a prefix (e.g. do not remove ge- from gebruikt or from opgebruikt)
• implement stemming of compound participles with two prefixes (e.g., heropgevist has the prefixes her and op)
