Automatically Remove "Special" Handling Flags

Is your feature request related to a problem? Please describe. Currently the game has special handling flags to make cars worse or to fix "engine" side effects that change how vehicles handle.

Describe the solution you'd like Automatically clear these flags when stepping in such a vehicle.

Appears that I haven't added support for this in ReClass.
