Add check for SD card permissions for rom folder

A user was trying to use an SD card that was formatted on desktop and then put into the Deck. The Deck was making 'root' the owner of the card so the user 'deck' could not write to it. This checks to make sure the SD card is writable before attempting to do so, and alerts the user to the issue if found.
