Allow downloaded_media folder on SD and user partition

I keep a backup of dowloaded_media on my SD card with my roms. It would be nice if RetroDeck allowed searching for downloaded_media on the SD as well as the user partition in case you ever had to wipe the steam deck user partition. It seems pretty trivial, but this would prevent users from needing to copy / backup their scraped data.

Meanwhile you can symlink the folder on your sd card

You can use the MediaDirectory setting to place the files in another location than the default directory (~/.emulationstation/downloaded_media)

All user data can now be stored on internal, SD card or in custom locations and can be moved around through the Configurator. This issue should be resolved.
