[Feature Request] Server-Side Demos

A lot of our appeals process for unbanning people is reviewing demos and it's a massive pain asking them for demos for them to give us like 30 demos because they don't know how to read dates.

This would be solved by server-side demos as we can match the demo+time+name and review it ourselves.

Potentially automating it for IW4MAdmin's !report system.
