Define ActionBar responsive behavior

🚀 Feature Proposal

Currently we keep responsive behavior from v7 ActionBar after refactoring in v8. Action Bar design spec doesn't have any recommendation for responsive design.

Motivation

There is some misalignment existing across teams, some uses vertical stacking for mobile, some - horizontal. It's good to have preferable recommendations how to display action bar on the mobile screen.
