Bug - Can't clear selected Topics in filter

Summary

Sometimes I cannot clear the selected Topics in the dropdown filter.

To replicate

• While previewing the new theme, visit the Courses archive page at https://learn.wordpress.org/courses/
• Select one or more Topics in the dropdown filter and then click "Apply"
• Try to clear the Topics by either clicking on the item again, or clicking the "Clear" link, then clicking the "Apply" button

Result

• The Topic/Topics becomes re-checked and do not clear

Expected

• It should be possible to clear the selected topics, both by un-checking them or clicking the "Clear" link
