[nextcloud] allow for "classic" database configuration using browser

The new system for setting up database access is working nicely. Unfortunately now I have to set passwords as environment variables, which I'd prefer not to if I don't have to.

In the "old" setup I could enter that information on first start up in the web ui. If possible please re-enable this functionality alongside the current system.
