PECL install is no longer working in Dockerfile -- openssl?

Hello,

I am trying to upgrade to 25.0.10 and am encountering an error with pecl install command on line 64 of the Dockerfile. Appears to be an openssl 1.0 issue but I do not know how to fix. Any assistance would be appreciated.
