wg-quick: linux: query kernel param before trying to set it

Running wg-quick in docker will fail even though the container namespace has net.ipv4.conf.all.src_valid_mark enabled.

Any update on this ? Tested localy, it works and would be very nice to add. This addition avoids giving the container too many privileges when the sysctl configuration has already been set (from docker for example).
