Some ticks are lagging
Describe the bug The server itself does not lag, it always makes a fixed 20 TPS. The only thing that amazes me is that the ticks are very strange ... they even last 200-300ms as a maximum and I can't understand why, with nacho they didn't last more than 40 maximum.
Bug on latest Yes, the bug works in the latest dev build.

This seems like standard server lag, caused by heavy usage or lack of hardware. For the performance part, WindSpigot is most likely lacking some optimizations either from newer Nacho versions or optimizations from Nacho that were removed due to them being unsafe and possibly causing or just causing issues.
Even using good hardware I don't know why it rolls a tick with a duration of more than 100 ms, but the tps are stop at 20.
