ADEN-13979 - Persistent Mobile Adhesion Experiment

This PR is a Pathfinder experiment using a persistent floor adhesion unit on mobile only.

Testing Instructions:

• Go to https://starwars.fandom.com/wiki/Main_Page?adengine_version=dev%2FADEN-13979 - make sure you are viewing as a mobile device in the browser.
• In your browser console, go to the Application tab and filter for wikia_beacon_id. To activate the experiment, change the first letter of the value to S or T. Refresh the page.
• Scroll down until you see the floor adhesion unit appear. It should be persistent meaning the X close button is hidden.
• Update the wikia_beacon_id value from before again to something other than S or T, then repeat the above steps. The X close button should now appear again.

QA Notes:

• All E2E tests have passed except /slots/uap/uap-hivi-resolved.test.js. Specifically the check for load the page, scroll a lot and click x button. This PR didn't touch top leaderboard code, and this test also seems to fail when run against the main dev branch.
