Add filter to include/exclude certain WDS-Blocks

Request to provide a filter that will allow inclusion/exclusion of blocks so clients can see only the relevant blocks that they will use (and not everything).

WordPress core has a way to do this with core blocks. News Corp uses the filter to hide some core blocks, we should follow-suit.
