Transition proposal to Phase 2 or Phase 1?

I'd like to propose transitioning this proposal from Phase 3 to Phase 2/Phase 1. With Wasm 3.0, this proposal is now out of date, and doesn't cover all the types that might be useful to reflect. We also don't have an active champion at the moment who is driving this forward, and for the VMs that have an implementation, it might good to have a definitive decision of whether the CG would like to invest in a way forward for this proposal.

We haven't moved backwards in the process before, but it might be warranted in this case as this still sounds like a useful problem to solve, just that this specific proposal is out of date. Phase one seems appropriate as Phase 2 usually implies design consensus - thoughts?

I agree that this should be done too. I'd support going to phase 1, I have a feeling a complete solution to reflecting the wasm type system post-GC will require a significant enough rethink that "Proposed spec text available" doesn't feel quite accurate.

Firefox has an implementation that's enabled in our Nightly only.

I support demotion to phase 1 as well. It could be beneficial to move WebAssembly.Function in a limited way out of this proposal though.

V8 has a mostly complete implementation of the proposal, no one is shipping this just yet.

IIIRC correctly, the plan of record was that it would be okay if these functions initially threw for certain types and these gaps are filled in later, somewhat analogous to how we deferred other aspects of GC/JS interop. But I'm fine demoting, though phase 2 seems more adequate. We should perhaps make some effort to find a new champion.
