gesture toggle is in config file but not shown in wcm

i found gesture toggle in config file but there is no mention of this in wcm. add gesture toggle in every plugin.

There is a new wf-config revamp in the works. I will wait until this work is upstream before doing further work on bindings/activators and gestures.

The way it will likely work is that there will be a dialog with combo for pinch or swipe, pinch direction is in|out, swipe has edge toggle, direction is up|down|left|right. Lastly is the number of fingers, >=3. The information input by the user will be translated to the binding string.

I will leave this open until a solution is implemented.
