Is that possible to use a proxy server to log in to Google Play?

I have tried to use the following command, but cannot find the PC IP from the Android system:

+1, fresh install. I made sure to use the update function first in Google Play before attempting to sign-in, it updated fine including the Google Play Services thus a network issue seems unlikely. When I clicked the "Sign In" button nothing happens.
