Update expected rel attribute for API URL

In lib/locator.php, there's a check on 'rel' attribute of API URL. I'm using WP 4.7.3 and I see that the rel attribute check should now be against "https://api.w.org/" as opposed to "https://github.com/WP-API/WP-API".
