If FLoC is not opt in, some data not appropriate for cohort training could be used for training, in the time between the release of FLoC and when the maintainers of older, sensitive sites can set their permissions policy, Some web sites receive little maintenance but still contain pages whose content or a11y properties could be used to train cohorts that correspond to protected groups of people.
