Allow prioritization in summary reports?

For dicussion: Enable prioritization of reports if two reports are competing for the remaining budget.

Just like the prio system in event-level reports, this would allow API users to define what conversion events are more important and what conversion events can be deprioritized.

This would be definitively helpful to enable users of the API to get more effective measurement without having to introduce too much complexity on the server-side. Not sure if this is the right place for it, but we would love to get deduplication — as in the event-level API — for the summary reports (it is unclear in the description whether or not this is the case).
