Update ifix install process to match Open Liberty

Adds the /fixes symlink to map to /opt/ibm/fixes folder. OL and WL images are intended to share the same symlink /fixes.

~~Due to the location of the ifixes folder, the /liberty symlink is also adjusted to match with OL, but it introduces a breaking change. Since /liberty will be modified /opt/ibm -> /opt/ibm/wlp~~ (/liberty symlink to be addressed in a future update as it is a breaking change)
