Updates to support builds of TWAS 8.5.5.x fixpack images

We need to work out the details/issues required to resume regular delivery of 8.5.5.x fixpack images to ibmcom/websphere-traditional

45 days an no reaction from IBM. Looks like an invitation to abandon using websphere.

The 8.5.5.17 and 8.5.5.x projects were added almost a month ago. The process to build and release new images has been undergoing provisioning of resources and testing since that time and should be available soon. Part of the reason for the delay has been the work on providing multi-arch images for ppc64le and s390x platform support which was also a priority and required considerable changes to the build scripting.
