Poor performance with AES-128 encrypted HLS stream

When streaming an HLS stream with AES-128 encryption, the video stalls every second. This happens regardless of the video resolution, meaning even low resolution video stalls. Since tests with mobile media players with the same encrypted HLS stream causes no performance issue, good performance is also expected on Windows with MediaDecoder.
