Adding a rain effect project

I would like to add a Realistic Rain effect Project using Three.js in JavaScript. I will create cloud, lights and all the external things manually using CSS and JS manipulation. The clouds will look like this: The black color background of lighting will look like this:

I will merge it all up and create animation for the realistic rain effect.

Please assign me this issue under GSSOC'21 participation @ridsuteri @991rajat @harshgupta20 [gssoc21]
