annotate settings in the settings system that require a restart after change

Some settings in the settings view require a restart when changed. We should add some sort of visual indicator or text to those settings so users will 1) know that is the case before they change them and 2) so that if they miss the indicator in the status bar they still have been informed that a restart is required for that setting. Had a recent user point out they didn't even see the "restart required" message at the bottom of the screen.
