Create structure/enum/union action is unavailable in lower area of the types view

We have split the types into two parts, and the lower part which shows the type definition, does not have the create struct/enum/union action. There have been a few time that I try to create a structure there by pressing "S", and realize that it does not work. I have to create in the upper area of the widget to make it work
