Tags List Tree View should have a "collapse all" button

...and maybe an "expand all" button.

When a binary has lots of tags (like open any random mips binary) spread over multiple tag types, it could take as many as 13 clicks to collapse the possible tag types created by the initial analysis.

As a less desirable solution, a setting for "Collapse Tags Tree by Default" would be acceptable, especially if it can be applied at the Resource level.
