Bug(UI): Scroll snapping while scrolling in Big Picture mode

What I expected

when I click between grid gap and scroll, it should scroll smooth.

What did happen

When I click in grid gap with mouse, it focuses the nearest tile without any visual indicator. And after I have a tile focused, If I scroll down or up, it scroll snaps.

This not only occurs while scrolling slowly but moderately as well. I have to scroll fast to page down.

Steps for reproducing this issue:

  1. Click anywhere in grid gap.
  2. Scroll down/up.

+1. Can confirm this happens on Windows 11 (+VR, +Steam Link), MacOS Monterey (12.7.6) as well. Know this is steam for linux, however it appears to be a global issue with the steam client.
