Fullscreen video turns screen into a strobe light

On the steam store page for 4D golf, I tried to full screen the video and it locked up my screen and started strobing.
If a picture is worth a thousand words, I can only guess how many words a video is (WARNING: FLASHING LIGHTS):

- This occurs on both my monitors
- It's worth noting that I appear to be suffering from #9209 as well
Steps for reproducing this issue:
- Fullscreen the trailer video on any game's store page
Also happening to me on Bazzite (UniversalBlue/Silverleaf base).
Same for me on Mint 21.2. It happens since some months, before it was ok

Also happens on fullscreen YouTube videos in guides. (Mint 21.3 here, RTX 3050M, 144Hz FHD screen, NVIDIA On-Demand profile)
I am also having this issue.
Linux Mint 22 Cinnamon, GTX 1070 running in NVIDIA Prime Profile Performance Mode.

I have the same issue on steam version 1747701111 running Linux Mint 22.1. My graphics card is a RTX 3060 Mobile and I am using NVIDA Prime Profile performance mode.
I also found that when launching steam from the terminal or from a desktop shortcut, the issue does not occur. The issue only occurs for me when launching steam from the application menu or panel.
Since people were saying that Right click > Run with dedicated GPU made the problem disappeared, I tried to make this permanent. I seem to have fixed the issue by adding DRI_PRIME=1 to the environment variables in Steam's .desktop file.
On Mint, the "Menu Editor" app makes this really easy. Although I'm not 100% sure that this will survive app updates.

It doesn't work for me. Only by opening a terminal and launching steam does the job. What is strange is if i change the property of the steam icon in the main mint desktop menu, and choose " launch from a terminal", it still doesn't work.
Same thing occurs on a fresh install of Ubuntu 24.04.03.
