Steam stuck in "Downloading content" when launching the game after it's crash.

When I crash from the game during map loading, steam doesn't allow to launch the game immediately and starts "Downloading content', it works fine if crashed from casual, but when I crash from competitive matchmaking, the client just hangs on "Downloading content 0%" for several minutes, until I get temporarily banned from matchmaking, and then proceeds to verify the game content as in previous case.
For competitive I only crashed when loading de_inferno map 2 times.
Great, just received a 24 hour ban. The "Downloading content" """task""" is only starting to progress forward after the player is kicked from the game completely (resulting in a ban). It looks like this issue appeared recently, around two or three days ago, since there are no earlier mentions of it in the discussions section.
Just left the game to restart and encountered the same bug. Also resulted in a loss of 1000 mmr after the match had concluded.
Happened this in WIndows, right click on the Game Properties > DlC, uncheck Counter-Strike 2 Workshop Tools if your problem comes from the game

This happens randomly but usually it happened with de_inferno.vpk file. And for some reason workshop tools got magically enabled on their own, despite I disabled it earlier.
I have the same, just happened now on Vertigo. A .vpk file was apparently not proper for the game and I once again got a penalty. Not 'unplayable' but very unfair for something where there is apparently no solution. However, I do not have workshop tools enabled in the DLC tab.
@artav4 actually to avoid getting banned you can create a second account and perform integrity checks there as a temporary solution
Apparently the integrity check in the game itself is bugged, as:
- it happens randomly, so you can load the same map successfully within the first attempt, and it will crash next time
- I don't have any issues regarding integrity of data on SSD for other games stored on the same device, only happens in this very game.
Just got this error, Cheers @Cherser-s! your suggestion fixed it for me.. Though not ideal It's a good work around :D
I solved it by downclocking my RAM, seems like sometimes it corrupted the memory under higher frequencies, but it didn't cause any issue in-game aside from the game crashing during internal integrity checks. Things like that didn't ever happen in older source 1 games.
