Adjusting MRQ formats to accomodate different regional splits

Currently no format is included for MRQ events which offer 1 or 2 invitations. If the MRQ for Asia is held online, both are likely to come into affect.

Additionally, since GSL does not include Buchholz, the regular seeding for opening matches can be applied.
