[Bug] USB-C hub no longer getting enough power from the Deck to use USB devices

Please describe your issue in as much detail as possible:
I recently bought a pretty cheap USB-C hub from Belkin which has 2x USB 3.0 ports, 1x HDMI and 1x 100W USB-C power delivery port. For the first few days it worked really great, I had no issues with it aside from the cable feeling a bit cheap and short. Yesterday however it wouldn't detect any USB devices I had plugged into the hub unless I also plugged in the charger.
I have tried to charge the Deck up more to make sure it has enough juice to power it but that didn't work, I also tried plugging the hub in a laptop and my desktop and in both cases it worked without problems, and it used to work with the Deck too.
I can't remember if I did a system update between it working and not, so I don't know if this was caused by an update or something else is wrong.
Steps for reproducing this issue:
- Plug in a USB-C hub
- Plug in USB thumbdrive to the hub
- Look for new devices/drives
You need to provide external power, nothing the operating system can do about this, sorry.

It worked for 30-ish minutes after I fiddled around with the performance settings, but after I suspended it it stopped working again and I was unable to get it back.
I then tried the hub on my phone (Oneplus 6T) and it worked great there too (even with multiple drives), so it's not that the hub needs external power to work (at least for USB). I don't know if it's an OS or firmware thing, but the only device that seems to have an issue with the hub not being powered is the Steam Deck. I was also told on the Steam forums that there had been work done on SteamOS specifically for USB hubs and that I should report it here.

It worked for me 2 or 3 three times, but usually when I try to use it won't work
