Steam color settings sometimes apply to desktop mode, but usually not

Please describe your issue in as much detail as possible:

A few times in a row recently, I noticed that the colors in desktop mode were warmer and more saturated, in line with the settings I had chosen in gaming mode. Prior to and also after that, desktop mode colors looked flat and unaffected by Steam's color settings.

I've found at least one other example of this occurring recently.

Steps for reproducing this issue:

I've noticed that the color settings usually don't apply to the desktop the first time you go to desktop mode after boot, but it might apply if you return to game mode and then desktop mode a second time. Also, playing a game in game mode before going to the desktop for the first time after boot sometimes leads to color settings applying to the desktop.
