[TF2] There should be an option to disable UI scaling

Self-explanatory. I really don't see a reason why UI scaling shouldn't have an option to disable it when commands like "net_graphproportionalfont" exist. A lot of my custom huds that aren't being updated anymore now look terrible with UI scaling, a good amount of menus in-game are way too big even without a custom hud, and I personally think it's unnecessary for resolutions under 4k.

Edit: After posting this issue, I used the hud in the first image on 800x600 resolution and the health/ammo numbers were cropped to almost half of the full number. This was never an issue before the update.
