[TF2] Add a timer to votekick cooldown

I'm tired of being on cooldown and needing to guess how long it's been since I last called a votekick. I know that this might be risky because bots might be able to adapt to it but it's a risk worth taking.

It's not really risky at all. They could easily keep track of it already if they wanted to, which I'm pretty sure they already do. This would be a good change.
