[TF2] Paint color icon is not correctly placed in Collection item infopanel

The paint splash icon is improperly placed in the Collection item infopanel: image

In Resource/UI/ItemModelPanelCollectionCosmeticItem.res the element paint_icon does not respond to the set x and y coordinates set for it. The janky solution is to use an anchor element to force the icon to display where it should be.
