[TF2] [Feature Request] Make Candy Cane drop the halloween small medkits instead of normal small ones

While i don't think that the fact that currently scout with candy cane on kill will drop a regular small medkit is a big problem, but it would be a lot more fitting for this weapon to instead, drop the halloween small medkit (because it's a candy).
