[TF2] The Conscientious Objector decal may switch out with someone else's decal

Title. This is especially bad for content creators who use an objector, because it can cause misunderstandings if people using offensive or disgusting decals (swastikas, gore, p*rn, etc) join the same server.

I think I know why this happens. It's because there can only be one texture at a time for a Conscientious Objector and it is temporarily named "paperdecal.vtf" in the game's allocated memory. I guess whenever your decal isn't being drawn but the other is, it gets switched out, and I don't think the game knows how to handle it sometimes so it just stops working.

I may be very wrong or very spot on. Either way this has happened to me too and it really needs to be changed
