updated all the unnecessary redirect links
added links to other Dota 2 issue trackers
got rid of AMD's deprecated forum
got rid of the term "Reborn", since it's all just Dota 2 now
some markdown improvements

also would be nice to replace "dev.dota2.com" in the description to the new issue tracker!

I would like to suggest adding a "try this" section to the readme.

Just a collection of basic fixes the player can try to do on their end to work, like that one for windows where they have to change their power management settings.

Would make it easier for players dealing with issues that technically already have a solution.

(apologies if this is the wrong place for it, not really used to navigating github)
