Describe Issue

Basically a user/bot will be able to send a message that only a user or role can see. There will be a permission for admins to see whisper messages (this will be configuable as a permission). If the message contains an embed, only the recipient(s) (the user or role) can send interactions (aka click on buttons in the embed).

Whisper messages should be treated very carefully, it should be actively known that they can be accessed by admins so that no controversy is caused by an admin leaking people's whispers because people are using them like DMs. If a quick dm feature is made make SURE it is easily distinguishable from a whisper.
