A train_fine_val.txt file

I want to know how to get the train_fine_val.txt file. Do I need to execute the code from step one? Is there any way to obtain this file? I currently want to try whether this program can run normally, but an error tells me that the train_fine_val.txt file cannot be found. Please help me, thanks.
