BUG: Checkbox for Export Path in Exporter doesn't use user_settings JSON

If you use the Export Path checkbox in the Exporter, it uses the tools_config filepath instead of the user_settings JSON's filepath. The expectation is that the user_settings JSON should always override the tools_config if the property is set in there.
