Add style linter to code base.

Acceptance Criteria

• [x] Add stylelint to project
• [ ] Refine configuration settings - see Engineering Notes
• [x] Add style linting step to CI pipeline
• [ ] Create follow up ticket to modernize css


Engineering Notes

Estimated lift to update style files is significant. Configurations for the package should be refined to allow for an initial installation and set up without major changes to the style files, as this will be addressed in another ticket specifically for modernization of the style files.

I just checked a couple of boxes on here since #1427 took care of some of the steps. Where are we on the remainder? Is a deeper dive into config settings still needed at this point, or are we happy with where we have landed?
