Use highlight module to draw selection outlines if SceneView outlines/wireframes are disabled

The sceneview outline is a bit of a performance hog for large selections of complex options. However, if you disable it, there is no indication of the selection. Furthermore, there it is not drawn in the Presentation Camera.

To resolve this issue, detect whether the presentation camera is in use, or if the outline/wireframe are disabled, the HighlihgtModule should draw outlines on all selected objects.
