Controller highlight support

Update the "toolflow-device-highlight" branch to support latest dev; prep it for PR. Highlight should display on a device when a new tool is added to that device toolStack. The highlight should fade after 2 seconds after initially shown (though, beyond the scope of this, should await the user's gaze before the 2 second delay+fade).
