Tools should respect MiniWorlds
This would involve updating IIsInMiniWorld to return which miniworld the ray is intersecting, and exposing an IGetMiniWorldRay interface to allow tools to get the corresponding MiniWorldRay to the rayOrigin they were spawned on in order to take care of their own miniworld interactions. It might allow us to do more MiniWorld interactions in the Transform Tool, as well.
The Annotation Tool would be an easy first use case. Drawing annotations in miniworlds would draw at the proper position/scale in the miniworld
