[BUG] Keybindings work only in Developer mode

Description After UTBot installed into VSCode it provides many different commands in contex menu (see pic below). They have keybindings displayed in that menu, but none of them works till user enable Developer mode in Extension settings of the plugin.

Expected that these shortcuts would work right away after extension installation and work in 'normal' mode too.
